Procurement aspects in creating an enabling environment for the construction industry

Abstract

The Public Sector is an important source of construction projects in the Country. However construction projects in the public sector must be tendered out following strict set of procedures which encourages economy and efficiency while ensuring that openness, fairness and transparency is observed during the tender process. Unfortunately the procedures are seen, by many local firms, to inhibit their participation in the public projects. This paper looks at the public procurement regime in Tanzania and the efforts made to enable increased participation of local contractors in the tender process.
