Health basket and health block grants guidelines for the disbursement of funds, preparation of comprehensive council health plans, financial and technical reports and rehabilitation of PHC facilities by councils

Abstract

Since 1999 through Decentralization and Sector-Wide Approach in the Health Sector the Ministry of Health has achieved many important milestones in its endeavors to improve services for the people of Tanzania, one of the milestones is the arrangement of the disbursement of the Basket Fund to the Councils. These guidelines have been put together to accommodate new developments in line with the ongoing reform processes in the health sector and Local Government Authorities. The guidelines are tools that will ensure that the change process is well moderated by the Council teams and other stakeholders, in order to achieve decentralization. By using these guidelines CHMTs are assisted to produce comprehensive council health plans in line with national policy.
