Abstract

The economic crisis of 1980s in Tanzania had had a profound effects which greatly affect the provision of social services, such changes in economic system enforce the government to introduce Cost sharing in health sector. These guidelines are therefore made for the purposes of assisting all those who are participating in implementing the Community Health Fund (CHF) in the country. Further more the operations guidelines aim to define approaches to expanding CHF scheme to districts not implementing the pilot test, so as to improve quality of health services provision through introduction of alternative financing options that focus on sustainability and equity.
